Neil Bhojraz

Neil is a Senior Project Manager and co-founder of Tiny Angel Productions.  

 

Neil's story

Initially Neil kindly offered to assist in the management of Project Josephine in his spare time as the development of our first film project became more complex.

​

However - as his enthusiasm for Project Josephine and potential future film projects deepened - he became a principal investor and eventual co-owner of Tiny Angel Productions. 

​

Neil is an accomplished Senior Technical Project Manager with over 27 years of experience leading major digital transformation, infrastructure, and application delivery projects across both public and private sectors.

​​

His career began in software engineering, with early roles at Unisys, CS Rand, and within financial institutions such as Citibank and Bank of Ireland. He is proficient in multiple programming languages including Visual Basic, Java, HTML, and LINC, and has extensive experience in web development, systems integration, and database migration. His qualifications include an MSc in Computer Science from Birkbeck College, University of London, and a BSc in Scientific Computing.

He has built a distinguished career at the Ministry of Justice (MoJ), where he has successfully managed mission-critical, multi-million-pound programmes, many of which involved sensitive environments, inter-agency collaboration, and high operational risk.

 

He has worked across many key government projects including working on National Security Infrastructure where he led the delivery of a secure, integrated video platform for high-risk judicial and law enforcement environments. This highly sensitive project - carried out in collaboration with the Counter Terrorist Command - required strict adherence to classified protocols and deep coordination with security services, demonstrating Neil’s capacity to manage confidentiality, complexity, and risk with exceptional precision. 

 

Neil is also a volunteer mentor with the Social Mobility Foundation and he is frequently asked by the young people he mentors if they can keep in touch with him after they have left the programme, which he is happy to do.

​

His leadership style is pragmatic and delivery-focused, with a proven ability to bring stalled or complex government projects back on track—on time and under budget.
